E-invoicing software in the UAE starts with an Accredited Service Provider (ASP), which exchanges your invoices and reports the tax data. It does not decide whether an invoice you receive is one you should pay.
A Financial Controller at a UAE distributor with AED 50 million or more in revenue must appoint an ASP by 30 October 2026. Go-live is 1 January 2027, and the Ministry of Finance (MoF) now lists 80 accredited providers to choose from.
Most buyer guidance stops at the appointment. This guide covers what the ASP does, how to choose one, and the checks your AP team still owes every received invoice. KlearStack runs those checks beside the ASP, in its Supply Chain Document Compliance lane.
| E-Invoicing Software in the UAE (Definition) E-invoicing software in the UAE is an accredited service provider’s platform that validates, exchanges and reports structured PINT-AE XML invoices over Peppol. The Ministry of Finance accredits the provider, and the Federal Tax Authority (FTA) receives the tax data as the fifth corner. Whether a received invoice should be paid is a separate question, answered inside the buyer’s AP process. |
TL;DR
- Businesses with AED 50 million or more in revenue must appoint an ASP by 30 October 2026 and go live on 1 January 2027.
- Smaller businesses appoint by 31 March 2027 and go live on 1 July 2027. Government entities go live on 1 October 2027.
- E-invoicing covers every business transaction, whether or not you are VAT-registered. The AED 50 million figure only sets your date.
- One ASP handles both sending and receiving, and the MoF list shows 80 accredited providers.
- An ASP validates, exchanges and reports. The compliance obligation stays with you.
- The Five Ties Test checks supplier TRN, buyer TRN, PO, goods receipt and approval limit before AP posts a received invoice.
- Missing the appointment deadline costs AED 5,000 for every month or part of a month.
Is There E-Invoicing in the UAE? (Dates: 30 Oct 2026, 1 Jan 2027, 1 Jul 2027, 1 Oct 2027)
Yes, the UAE’s Electronic Invoicing System is mandatory for business transactions, with a pilot and voluntary phase from 1 July 2026. Large businesses must appoint an ASP by 30 October 2026 and go live on 1 January 2027. Smaller businesses follow on 1 July 2027, and government entities on 1 October 2027.
| Who | Appoint an ASP by | Go live by |
| Person with annual revenue of AED 50 million or more | 30 Oct 2026 | 1 Jan 2027 |
| Person with revenue under AED 50 million | 31 Mar 2027 | 1 Jul 2027 |
| Government entity | 31 Mar 2027 | 1 Oct 2027 |
The MoF’s Electronic Invoicing Guidelines of February 2026 still print 31 July 2026 for the first row. Ministerial Decision No. 66 of 2026 moved it to 30 October,as Gulf News reported, and the go-live date did not change.
What we see in finance teams in the weeks before a mandate date is that appointment gets treated as the finish line. The contract is signed, and nobody owns what happens to the invoices that arrive. Teams that watched the EU e-invoicing rollouts will recognise the pattern.

Who Is Required for E-Invoicing, and What Is the Threshold?

Every person doing business in the UAE is in scope for every business transaction, whether or not it is VAT-registered. B2B and B2G transactions are covered, and sales to consumers are not. The AED 50 million figure is not an exemption; it only sets whether your ASP deadline is 30 October 2026 or 31 March 2027.
- One ASP covers both sending (accounts receivable) and receiving (accounts payable). The MoF guidelines allow only one.
- The e-invoice is the tax invoice. A person subject to the system must issue a tax invoice or tax credit note as an electronic invoice.
- A buyer that has not yet implemented e-invoicing may still ask for a separate tax or commercial invoice.
- Exclusions exist, such as VAT-exempt financial services, so check chapter 7 of the guidelines before assuming you are in.
A Head of AP at an importer with AED 30 million in revenue is in scope even though the 1 July 2027 date is later. Retention applies from the first invoice, so build the invoice audit trail now rather than at go-live.
What Is an ASP in E-Invoicing? (Link to the Ministry of Finance List)
An Accredited Service Provider (ASP) is a company the Ministry of Finance has accredited to handle your e-invoices. It exchanges them over the Peppol network and reports the tax data to the FTA. The MoF’s list of accredited ASPs names 80 providers, last updated on 27 October 2026.
| 📊 80 accredited ASPs, and no separate pre-approval tier Since 1 October 2026, Ministerial Decision No. 168 of 2026 sends providers straight to accreditation. Older “pre-approved” lists are out of date, so check the live MoF page before you sign. Source: UAE Ministry of Finance, 9 October 2026 and its accredited ASP list, 27 October 2026 |
The MoF guidelines describe a five-corner model:
- Corner 1 is the supplier, which submits invoice data to its ASP.
- Corner 2 is the supplier’s ASP. It validates the data, converts it to the UAE XML standard, sends it to the buyer’s ASP and reports the tax data to Corner 5.
- Corner 3 is the buyer’s ASP. It validates the invoice, confirms to Corner 2, and passes it to the buyer.
- Corner 4 is the buyer, which receives the invoice in a format the two parties have agreed.
- Corner 5 is the FTA, which receives the tax data.
If you also invoice in Saudi Arabia, note that ZATCA runs a different model, covered in ZATCA e-invoicing software.
Which Software Is Best for an E-Invoice? (Selection Table)
The best e-invoice software is an MoF-accredited ASP that connects to your ERP and handles sending and receiving. Add a check layer for what the ASP does not examine. Choose the ASP on accreditation, ERP fit and error handling, and the check layer on whether it ties received invoices to your records.
| Layer | Its job | What to test before you sign |
| Accredited ASP | Validates against PINT-AE, exchanges over Peppol, reports tax data | Is it on the MoF list today, and can it run a received-invoice test? |
| ERP or accounting system | Records, approves and pays | Does it take the ASP’s invoice data without re-keying? |
| Error handling | Fixes rejected invoices and resubmits | Who owns an invoice the ASP rejects, and how fast? |
| AP side of the ASP | Receives and routes buyer-side invoices | Is the receiving side as mature as the sending side? |
| Check layer for received invoices | Ties each invoice to vendor, PO, receipt and approver | Does it show evidence per invoice, with a person making the final call? |
The Tally and ClearTax guides we read in October 2026 describe the ASP’s job around issuing invoices and treat receiving as passive. Neither describes what your AP team should check on an invoice you receive. For the wider shortlist of tools, see the best invoice processing software guide.

What an ASP Will Not Check for You
The assumption is that appointing an ASP makes you compliant. The reality is that the ASP delivers and reports the invoice, while the compliance obligation stays with the supplier, or the buyer in self-billing. The MoF guidelines say so in a footnote to the responsibilities table.
That table lists exchange and reporting, calculating values, secure transmission and generating a UUID so the same e-invoice is not duplicated. It does not list matching to your purchase order, your goods receipt, your vendor master or your approval policy. Those are AP questions an ASP cannot answer for you.

Five questions stay open after validation:
- Is the supplier TRN on this invoice the supplier we onboarded?
- Is our TRN on it, and is it the right entity in our group?
- Did we order this, and did we receive it? This is the job of a three-way match.
- Did the same invoice also arrive by email or portal? A duplicate invoice check answers that, because the UUID covers only the e-invoice itself.
- Is the approver within limit, and in the right sequence?
Inbound E-Invoices: The TRN-to-Invoice Check Before AP Posts Them
The TRN-to-invoice check ties a received e-invoice to the supplier you onboarded. Compare the supplier TRN on the invoice with the TRN in your vendor master. Confirm the buyer TRN is yours, and only then match the invoice to the PO and goods receipt.
The Five Ties Test
A valid e-invoice proves the format. Five ties prove it is yours to pay. Run all five before AP posts a received invoice.
- Supplier TRN on the invoice equals the TRN in your vendor master.
- Buyer TRN equals your own registration. In a VAT group, the participant identifier is the first 10 digits of the entity’s own TRN, not the group representative’s.
- Invoice lines agree with the PO.
- Invoiced quantity agrees with the goods receipt. For services, use the completion sign-off.
- The approver and the approval limit match your policy.
The FTA lists the supplier’s name, address and TRN as mandatory content of a valid tax invoice, in its tax invoice guide. Its TRN verification feature suits vendor onboarding. The invoice check is a different question: does the number on this document match the vendor you already verified?
| 💡 Tip for AP Heads Use the test step of the MoF’s readiness plan to run the five ties on received test invoices. The first live invoice should not be your first trial. Related: UAE Electronic Invoicing Guidelines, chapter 9 |
KlearStack checks each received invoice against its purchase order and goods receipt, flags a duplicate, and checks supplier identifiers against the rules you set. The AP Invoice Compliance AI Agent sends an exception to your AP approver with the evidence beside it. Approvals follow the sequence you set, and your team keeps the final decision.
Validation leaves an invoice reviewed. The five ties make it checked, and the logged result makes it proven.
- Before: the invoice passes ASP validation and AP posts it. Nobody can show which vendor record, PO or receipt it was tied to.
- After: the same invoice carries five logged ties, and the exception queue holds only the invoices that failed one. A fake invoice check and vendor fraud detection sit on top of the same record.
If you issue many invoices and receive few, the outbound ASP setup is most of the job. A spreadsheet version of the five ties is enough.
Appoint the ASP, Then Own What It Hands You
Missing the ASP deadline costs AED 5,000 for every month or part of a month, under Cabinet Decision No. 106 of 2025, as EY summarised. The cost of an unchecked inbound invoice has no schedule. It is an input VAT claim resting on a document that does not tie to your vendor, and the person who posted it.
FAQs
What are the requirements for e-invoicing?
E-invoices are issued, transmitted and received in structured XML, using Peppol’s PINT-AE specification, through an ASP accredited by the Ministry of Finance. They carry no QR code. The ASP reports the tax data to the FTA, and the business keeps the invoice records for the retention period under the Tax Procedures Law.
What is the purpose of e-invoicing in the UAE?
The MoF describes the framework as using decentralised technologies to improve the efficiency, security and transparency of transaction processing. Tax data reaches the FTA as invoices are exchanged, rather than after the fact. The framework supports both Arabic and English.
What is a tax invoice in the UAE?
A tax invoice is a written document recording a taxable supply, and it must be issued within 14 calendar days. A full tax invoice shows a sequential number, the supplier’s name, address and TRN, the recipient’s details, and the amounts in dirhams. Under e-invoicing, businesses in scope issue it in electronic form.
What are the best invoicing software solutions?
No single product is best for every business, so start from the MoF’s accredited list. Choose an MoF-accredited ASP that connects to your ERP and handles sending and receiving. Then add checks that tie received invoices to your vendor master, PO and goods receipt.
